Although Tamamo no Mae Mythic Heroes has a lot of Single Target Damage, this damage is split into multiple small attacks that randomly choose an enemy.
Her PvP and PvE damage is therefore very random, and it becomes increasingly more dificult to keep her alive until she can rack up enough Fox Fires.
It makes her all the more powerful against Bosses though, since there will only be one enemy that her Fox Fires can focus.
Her mobility is her biggest strength. Close-range Fighters will have trouble to catch her, making her a lot harder to kill than almost any other Mage in the game.

Runes and Artifacts
Tamamo no Mae plays very similarly, no matter how far into the game you are. In the early game, Wind Runes and Chakra will give her a lot of damage output, but you could also use Fire Runes and/or Magatama, since you will use her in practically any gamemode. Later, her main purpose becomes Boss Fights (hence the option of the Staff), and you need her Iconic Weapon maxed. Then you want to summon as many Fox Fires as possible. For that, Air Runes are the go-to, and Chakra usually gives her more damage output than the Staff. You could use Forest Runes, the let her summon the first Fox Fires quicker, but they will most likely not make up for the damage that Air Runes could provide.
